It means nothing has been filed against that VIN. Combine it with a physical check: lift the carpet at its lowest corner, run a hand along the bare steel seat rails, and draw every seat belt fully out of its reel.

Why do seat belts matter so much?+

Because the webbing lives coiled inside a pillar and nobody cleans what nobody sees. A tide line on the hidden last two feet outlasts any valet.

Is flood damage worse than collision damage?+

Different, and in one respect worse: it is not finished when you buy the car. Water wicks along copper inside wiring insulation, so corrosion continues in the dark for months after the car is dry.

Can a flood car be safely repaired?+

Trim and carpet can be replaced convincingly. Wiring looms and control modules that sat in water are a different matter, and they include the restraint system.

Should I avoid cars from flood regions entirely?+

No — plenty of cars in a flooded county never got wet. Treat a storm date in the car's history as a reason to check both the record and the car, not as an automatic no.
