Is the recall check really free?+
Yes, and it is run by the federal safety regulator itself rather than a reseller. It takes a VIN and returns safety recalls that have not been repaired. Paying anyone for recall data alone is paying for something the government publishes.
Who pays for the repair?+
Not you. An open safety recall is repaired free of charge by a franchise dealer for that make. That holds regardless of how many owners the car has had since the recall was issued.
Is an open recall a reason to walk away?+
Usually not — it is a bargaining position. The repair is free, so the real cost is the inconvenience of booking it. What matters more is whether the recall is safety-critical and how long it has sat unrepaired.
Why would a recall still be open on a used car?+
Because notices go to the registered owner at the time, and cars change hands. An owner who moved, or who bought privately, may never have received the letter.
Does a recall check cover everything wrong with the car?+
No. It covers safety recalls only. It says nothing about title brands, accident history, flood damage or mileage — those come from different records entirely.
What about manufacturer service campaigns?+
Those are not always the same as safety recalls and may not appear. A franchise dealer can tell you whether a specific VIN has open campaigns as well as recalls.
Should I check before or after I view the car?+

What if the seller says the recall was done?+
Ask for the dealer paperwork. The federal lookup shows unrepaired recalls, so if it still lists one, the work was not recorded as completed.
