Rebuilt Title in California — the CHP inspection, brake and light, and the fees.

California calls it a revived salvage: a car reported as a total loss and restored to running condition. To register it you file REG 343 with the salvage paperwork, pass a VIN inspection by the DMV or the CHP, bring official brake and light certificates, and pay a $50 inspection fee. Out-of-state salvage, the usual auction car, always goes to the CHP. Here is the DMV's list, step by step.

Revived Salvage: California's Word for a Rebuilt Car

The DMV defines a revived salvage vehicle as one reported as a total loss by the owner or the insurer and rebuilt to operational condition. Its sister category, revived junk, is a car reported as dismantled and restored. Either way, you must register it again before it goes back on the road.

The insurer is responsible for getting the salvage certificate within 10 days of the settlement; if there was no settlement, the owner is. Once a Non-Repairable Vehicle Certificate has been issued instead, the car can never be titled or registered again (Vehicle Code § 431).

The Inspection: DMV, CHP, and Brake and Light

Before a previously salvaged car is registered for the road, it must be inspected by an authorized DMV employee or referred to the CHP. A car that was salvaged in another state must be referred to the CHP, which normally issues a Certificate of Inspection (CHP 97C) to submit with the application; no further verification is needed then.

Cars originally built with airbags must have them in good working order. If the inspector sees signs that they deployed or were removed, such as a hole in the steering column or the glovebox area, the car must go to a CHP Salvage Inspection Station. Every revived salvage also needs official brake and light adjustment certificates or the electronic VSSI certificate.

Inspection rules

  • Out of state: always referred to the CHP.
  • Airbags: must work; missing ones mean a CHP salvage station.
  • Brake and light: official certificates or VSSI, no repair-shop letter.
  • Fee first: the inspection fee is paid before the inspection.

Fees, Deadlines and the Brand

All revived junk and salvage applications pay the $50 Salvage/Dismantled Vehicles Inspection fee, collected before the inspection, plus registration fees; a car with a California record also pays the substitute plate fee. For a car from another state that was registered when it was damaged, fees become due at its first known operation after the sale date on the salvage certificate, and must be paid within 20 days to avoid penalties.

The new title carries the brand "Salvaged", shown in a red VEHICLE HISTORY box near the upper right corner of the current Certificate of Title and Salvage Certificate.

Money and dates

  • Inspection fee: $50, paid first.
  • Plus: registration fees; substitute plate fee for a California record.
  • Out of state: fees within 20 days of first operation.
  • Brand: "Salvaged" in the VEHICLE HISTORY box.

Buying a Revived Salvage in California

The DMV's own warning: many salvage vehicles are expertly repaired, but some are rebuilt with stolen parts, and if the CHP or DMV finds them the car cannot be registered and the car or parts are seized. Sellers must disclose a salvage history, but the DMV says that is hard to enforce for a car from another state.

California dealers must pull an NMVTIS report on every used car they offer or display and post a disclosure when it shows a junk or salvage history or a branded title. A private seller has no such duty, so the VIN check is yours to run.

The Rebuilt Title vs the Car's History

The brand says the car was salvage. The history says what happened to it.
