2021 and 2022 sit on opposite sides of the line: the 2021 repeats the lower frontal result last seen on the 2014, while the 2022 carries a higher frontal result and the earliest top overall result in the record.

Every year from 2011 through 2021 carries the same overall result, below the 2022 onward. If the overall rating drives your shortlist, check the model year on the VIN, not the listing title.
NHTSA rated earlier- and later-release Rogues separately in 2018, 2021 and 2022, so the build date and the drivetrain together decide which rated version matches the car in front of you.
The rollover rating is the same in every year, but the published rollover-risk figure is lower for 2014 through 2020 than for the years around them. Whatever year you settle on, look the VIN up in NHTSA's recall lookup for recalls that were never carried out on that car.
How NHTSA's ratings work
NHTSA announced new NCAP crash tests and rating criteria in July 2008, including a new overall rating that combines the frontal, side and rollover results. It then postponed the change by a year: the new criteria apply to vehicles tested beginning with model year 2011, not 2010 as first announced.
In NHTSA's own words, its rollover resistance ratings “estimate the risk of rollover if a vehicle is involved in a single-vehicle crash.”
One limit applies to every vehicle here. NHTSA notes that the frontal crash rating “depends on vehicle mass, and cannot be compared across vehicle weight classes” — a full-size truck's frontal stars and a compact car's are not the same measure.
