The federal definition, word for word
“Brand: Descriptive labels regarding the status of a motor vehicle, such as “junk,” “salvage,” and “flood” vehicles.”
Two things follow from that wording. First, a brand is about status, not about condition today — a properly rebuilt car still carries it. Second, the list is illustrative rather than exhaustive: states apply their own brands on top of the federal vocabulary, which is why the same car can be described differently in two places while the underlying record stays the same.

Why the federal record exists at all
Before a shared national database, a brand was only as good as the state that issued it. Move the car, apply for a fresh title, and the new state might have no way of knowing. That practice has a name — title washing — and defeating it is the reason NMVTIS was built. The Final Rule was published in the Federal Register on January 30, 2009, and the programme announced coverage of50 jurisdictions on May 23, 2022.
This is also why a state-by-state DMV search is not a substitute for reading the federal record. The whole point of the brand is that it crosses state lines — so the check has to as well.

Junk, salvage, flood and rebuilt are different events with very different consequences. 'Branded' on its own is not enough information to price anything.

What are the main title brands?+
The federal glossary names junk, salvage and flood as examples of brands, and rebuilt is applied after a state inspects a repaired vehicle. A junk automobile is "An automobile that: (A) Is incapable of operating on public streets, roads, and highways; and (B) Has no value except as a source of parts or scrap."

Can a brand be removed?+
Not legitimately. Deliberately moving a car between states to shed a brand is title washing, and it is the specific fraud the federal database was built to defeat. A state may print different wording on its own title, but the record underneath persists.
Is a branded title the same as a bad car?+
No. A brand records an event in the car's past and, in the case of salvage, an economic judgement about repair cost versus value at that moment. Whether the car is good now depends on the damage, the repair and the inspection — none of which the brand itself tells you.
What does a flood brand mean?+
That water damage was reported against the VIN. Thresholds are set by the issuing state, so wording varies. The Bureau of Justice Assistance issues standing notifications to reporting entities after major storms, reminding them to file promptly.
How do I find out if a car is branded?+

Should I ever buy a branded car?+
Sometimes, with eyes open: documentation of the original damage, a professional repair with receipts, an independent structural inspection, insurance confirmed in writing, and a price that reflects a discount you will also have to grant your own buyer one day.
What if the seller did not mention the brand?+
Treat the omission as the more important fact. A brand is a matter of record, so a seller either knew and did not say, or never checked the car they are asking you to buy. Both are reasons to slow down.
