Georgia emissions test — 13 counties, one OBD scan a year, and who's exempt.
Gasoline cars and light trucks registered in 13 metro Atlanta counties must pass an emissions test every year before the owner's birthday registration renewal. For 2026 that means model years 2002 through 2023; the newest three and anything 25 years or older are exempt. Stations set their own price between $10 and $25, including one free retest. The program is overseen by the Environmental Protection Division and run as Georgia's Clean Air Force.

Quick Answer
- Which Georgia counties require an emissions test?
- Cherokee, Clayton, Cobb, Coweta, DeKalb, Douglas, Fayette, Forsyth, Fulton, Gwinnett, Henry, Paulding and Rockdale. Cars registered anywhere else in Georgia don't need one, and you can test at any station, not just one in your county.
- How much is a Georgia emissions test?
- Each station sets its own price, but the rule says no less than $10 and no more than $25, posted on the official sign. It covers the test and one free retest at the same station within 30 calendar days.
- Which cars are exempt from emissions in Georgia?
- The three newest model years, cars 25 model years or older, diesels, fully electric cars, vehicles over 8,500 lb GVWR, motorcycles and RVs. Owners 65 and older can exempt a car 10+ model years old that's driven under 5,000 miles a year. Hybrids are tested.
Four steps to a Georgia emissions pass
Georgia's Clean Air Force suggests testing four to six weeks before your renewal date.
- 1Check the model year2002–2023 for 2026, set by the VIN.
- 2Any stationIt doesn't have to be in your county.
- 3OBD scanPlus a converter check and a fuel cap check.
- 4Sent to the tag officeNo paper needed to renew.
How Georgia's Emissions Program Works
Georgia's Environmental Protection Division oversees the program and a management contractor runs it as Georgia's Clean Air Force; the tests themselves happen at privately owned stations. EPD says about 3 million vehicles are tested a year at nearly 700 stations, and its 2024 report to EPA counted 591 stations open all year and 155 more open part of it.
The test is annual and due before your registration renewal, which in Georgia is your birthday. A car without a passing certificate, extension or waiver can't be registered in a covered county. Results go to the tag office electronically, and a passing test is valid for 12 months and one renewal by the same owner. Government vehicles in the 13 counties are covered too.

What the Test Checks
From EPD's rules effective December 24, 2025 and Georgia's Clean Air Force.
OBD system check
The scanner must talk to the car, with no codes lighting the check-engine lamp.
Check engine light
If it's lit, the car fails; the inspector can't refuse to test it.
Readiness monitors
After a battery change or repair, drive 1–2 weeks before testing.
Tampering check
A look at the catalytic converter.
Fuel cap
Present, not pressure-tested, since February 26, 2024.
No tailpipe test
The two-speed idle test was dropped on December 24, 2025.
Buying or Selling a Car in Metro Atlanta
A seller in the 13 counties, whether a private party, dealer or auctioneer, must sell a covered car with a current passing inspection if the buyer will register it in the area. "As is" sales aren't exempt; only cars sold for parts or salvage and towed away are. A buyer who gets a car without a valid report can file a complaint, and EPD may penalize the dealer.
The buyer can use the previous owner's passing report for the first registration and one renewal, as long as it's under 12 months old. A newly bought or newly moved-in covered car must be registered within 30 days (7 if bought from a non-registered dealer), and Georgia doesn't accept another state's emissions test for registration.
Before you buy
- "As is": doesn't excuse a missing emissions pass.
- A repair waiver: doesn't carry over to a new owner.
- Report over 12 months old: the car needs a new test.
- Odometer on the report: typed by hand, not verified.

What You Pay
From the fee rule (391-3-20-.21) and Georgia's Clean Air Force.
| Item | Amount |
|---|---|
| Emissions test, set by the station | $10 minimum, $25 maximum |
| First retest at the same station | Free within 30 calendar days |
| Later retests | A new fee, covering up to two more retests |
| State program fee, paid by the station | $4.02 per certificate |
| Turned away as unsafe before the test | No charge |
| Repair-shop diagnosis (typical, per GCAF) | $60–$100 |
No retest, free or paid, is done without the failing report and a completed Emissions Repair Form. Stations are independently owned, and Georgia's Clean Air Force can't issue refunds.
Exemptions
From Georgia's Clean Air Force exemption pages and the rules.
Three newest model years
The exemption stays with the car when it's sold.
25+ model years
Georgia's Clean Air Force files antique and collector cars under this rule.
Electric, not hybrid
EVs and dedicated alt-fuel cars are exempt; hybrids are tested.
Diesels and heavy vehicles
Diesels, and anything over 8,500 lb GVWR.
Motorcycles and RVs
Motorcycles, RVs and motor homes aren't tested.
Owners 65+
Car 10+ model years old, under 5,000 miles a year.
Failing, Waivers and Extensions
After a failure, you get one free retest at the original station within 30 calendar days, counting the day of the first test. If repairs don't get it to pass, a repair waiver needs emissions repairs costing at least $1,176 for 2026 registration ($1,213 for 2027), which is $450 in 1989 adjusted for inflation. The application must be within 60 days of a failed test, and the retest has to show improvement everywhere the car failed.
Do-it-yourself labor and unlicensed shops count only for parts, and warranty work doesn't count. Federal law requires an 8-year/80,000-mile warranty on the catalytic converter and OBD computer of 1995 and newer cars, so a car still under it needs a written warranty denial. A waiver lasts up to 12 months and needs a visual inspection at a Clean Air Force center; mailed applications are refused. If a car fails and can't be fixed before renewal, the county tag office may grant a one-time 30-day registration extension.
Away From Home, New Residents and Movers
Students, military members and business travelers living at least 100 miles from a covered county can get an Out-of-Area Extension for up to a year, renewed each year; the car must be tested once it's back. Military applicants can use orders up to 48 months old. A car can also be tested early if you'll be away at renewal time.
New residents of a covered county must get a passing certificate, extension or waiver within 30 days of moving in. Moving into the area from another Georgia county with a current registration, you don't need a test until your next renewal. Out-of-state visitors and cars registered outside the 13 counties don't need a Georgia test at all.
What Changed in 2024 and 2025
Metro Atlanta was redesignated to attainment for the 2015 ozone standard on November 16, 2022, so an "enhanced" program was no longer required. Rules effective February 26, 2024 replaced the gas-cap pressure test with a check that the cap is present and repealed on-road remote-sensing tests. EPA approved Georgia's 2022 and 2023 program revisions effective March 11, 2024.
The rules effective December 24, 2025 dropped the two-speed idle tailpipe test, which EPD said is no longer conducted, and moved stations to newer equipment specifications. No county was added or removed. The program, which began on October 1, 1996 and added OBD testing in 2002, turned 30 in 2026. We found no Federal Register approval yet of the 2024 and 2025 changes.

Georgia Emissions Test — Frequently Asked Questions
What metro Atlanta drivers and buyers ask most.
Can I look up a car's Georgia emissions results by VIN?+
Yes. Georgia's Clean Air Force has a free online lookup that shows a summary of the latest results for a 17-character VIN, and it tells used-car buyers to check before they buy.
Do hybrids need an emissions test in Georgia?+
Yes. Only fully electric and other dedicated alternative-fuel vehicles are exempt; anything that can run on gasoline, hybrids included, is tested.
How long is a Georgia emissions test good for?+
12 months, and for one registration renewal by the same owner. A buyer can use the previous owner's pass for the first registration and one renewal if it's still within 12 months.
What if my car fails and my registration is due?+
Ask the county tag office about a one-time 30-day registration extension. Georgia's Clean Air Force itself doesn't issue temporary waivers or tags.
Is there a fine for selling a car without an emissions test?+
The program's pages say sellers can face penalties or fines but don't publish an amount. EPD can act when both the seller and the buyer are in the 13-county area.
Do I need a Georgia emissions test if I live outside metro Atlanta?+
No. Only cars registered in the 13 covered counties are tested.
