Any dealer who sold 5 or more used vehicles in the past 12 months must hang a Buyers Guide on each used car before offering it to you. It says whether the car comes "As Is" or with a warranty, lists the car's VIN, and since 2016 tells you to get a vehicle history report and check for open recalls. The final guide overrides anything in the sales contract that contradicts it.

Who has to post a Buyers Guide
The rule turns on who sells, what is sold and where. Each line is from the regulation or the FTC's own guide for dealers.

The form must be printed in black ink on white stock no smaller than 11 inches high by 7¼ inches wide, with the exact wording the rule prescribes (§ 455.2(a)(2)).

If the dealer first offers a warranty and then sells the car without one, the warranty must be crossed out on the form and the As Is or Implied Warranties Only box marked instead (§ 455.2(b)(2)).
The guide is part of your contract
The final version of the Buyers Guide is incorporated into the contract of sale, and it overrides any contrary provision in that contract. The dealer has to say so in the contract itself: "The information you see on the window form for this vehicle is part of this contract. Information on the window form overrides any contrary provisions in the contract of sale."
Warranty coverage can be negotiated. What matters is the end result: the final terms go into the contract and onto the copy of the guide you take home. The dealer may not say or do anything, orally or in writing, that contradicts the guide.

What the 2016 revision added
The current form dates from the FTC's 2016 amendments. The FTC listed these changes when it approved them.

The FTC adds that many states have similar rules or adopt the Used Car Rule by reference, so state officials may enforce it too.
Where the Buyers Guide won't protect you
Four common purchases the federal rule doesn't reach.
Private sellers
Someone selling fewer than 5 used cars a year is not a dealer under the rule.
Maine and Wisconsin
Exempt from the federal rule because state regulations require similar window disclosures.
Motorcycles
Excluded from the rule's definition of a vehicle.
Heavy vehicles
Vehicles at or above 8,500 lb GVWR fall outside the rule.
