The plate is the visible part; the registration is what actually expires. Here is how Rhode Island times it. Non-commercial registrations renew every two years, and the vehicle must pass a combined safety and emissions inspection every two years before the registration can be renewed.

That puts Rhode Island with the 28 states that issue two plates, against 20 that issue one (2 more do not publish the rule in their own words, so they are left out of both figures rather than guessed at).
