Where a Florida vanity plate search actually happens
One thing first, plainly: the live record of which combinations are issued sits with the Florida Department of Highway Safety and Motor Vehicles, and its personalized licence plate tool is the only definitive check. We do not hold that database, and no commercial lookup site does either. A page that claims to search Florida availability itself is either handing you off to the department or guessing.
What we can do — and what is genuinely missing from the search results for this question — is explain the law the department is applying when it answers. Florida's personalized plates are governed by section 320.0805 of the Florida Statutes, and nearly every confusing “unavailable” result traces to one of four provisions in it.
What a Florida personalized plate may say
The statute defines exactly three types. Knowing which one you are in saves rejected applications — and the hyphen rule is worth reading twice.
Numerals only
A plate imprinted with numerals only, drawn from 1 to 999 inclusive. Short numeric combinations are therefore the scarcest category in the state — there are fewer than a thousand of them in existence, and they have been circulating since long before you started searching.
Capital letters only
Capital letters A through Z, limited to seven of the same or different letters. A hyphen may be added in addition to those seven characters, so the hyphen does not consume one of your letters — a useful detail when a seven-letter word is exactly what you want.
Letters and numerals
No more than seven characters in total, in any combination of capital letters and numerals, with a hyphen again permitted in addition if desired or needed. This is the category most searches fall into, and the seven-character ceiling is the one people most often bump against.
Reserved: PRES
The four capital letters PRES, preceded or followed by a hyphen and numerals from 1 to 999, are reserved by statute for applicants who qualify as members of the press. It is a small carve-out, but it explains why an otherwise ordinary-looking combination in that pattern will never be issued to you.
Organizations get more room: where plates are issued to, and bear the names of, organizations, the statute allows lettering sized to accommodate a maximum of 18 digits for automobiles, trucks and recreational vehicles, and 7 for motorcycles. Personalized plates must otherwise match the material, size and distinctive colour of Florida's other plates.
Four reasons a combination comes back unavailable
In roughly the order people meet them. The second is the one that produces the most disbelief.
Someone holds it right now
The department issues a requested combination only if it has not been previously assigned or issued to another applicant. A personalized plate is issued for the exclusive continuing use of its applicant, and an exact duplicate cannot go to anyone else during the same registration period. If the plate is live, that is the end of it.
The one-year lock after it lapses
This is the rule that confuses people. When a holder stops renewing, the combination does not return to the pool immediately. An exact duplicate may not be issued for any succeeding year unless the previous owner relinquishes it by failing to apply for renewal or reissuance for one year following the last year of issuance. So a plate you have not seen on the road in months can still be locked.
The department judged it objectionable
FLHSMV is authorized to reject requests it deems objectionable, and separately to recall, during a registration period, any issued personalized plate it determines to be obscene or otherwise objectionable. That is a judgement call reserved to the department, which is why a combination that looks innocuous to you can still be refused.
Your vehicle is not eligible
The statute excludes vehicles registered under the International Registration Plan and commercial trucks required to display two plates under s. 320.0706. If you are personalizing a commercial vehicle, check the class before you spend time on combinations.
The practical consequence of the one-year rule: if a combination you want was surrendered recently, the useful move is to note the date and try again after the window closes, rather than concluding it is permanently taken. Nothing in the statute reserves it for the former holder beyond that year.
What it costs, and what happens to your money

The plate is the owner's, not the car's
A personalized Florida plate is issued for the exclusive continuing use of its applicant, and the statute contemplates it moving to a replacement vehicle. So when you buy a used car wearing an interesting combination, expect the combination to leave with the seller. What you are buying is the vehicle underneath it.
Which is why you check by VIN
Because the plate can travel and the VIN cannot, the plate tells you very little about the car's past. The 17-character VIN stamped on the vehicle is what carries title brands, reported odometer readings, salvage and auction history. That is the number to run before you hand over money.
If all you have is the plate
Start with a plate-to-VIN lookup, then verify the VIN it returns against the windshield plate and door-jamb sticker on the actual car. A plate lookup tells you what the state associates with that plate today; only the stamped VIN tells you which vehicle is in front of you.

How many characters can a Florida personalized plate have?
Seven, in the two common categories. A letters-only plate may carry up to seven capital letters, and a mixed plate up to seven characters of letters and numerals in any combination. In both cases a hyphen may be added in addition to the seven, so it does not use up a character. A numerals-only plate is different: it runs from 1 to 999.
Why is a plate unavailable when I never see it on the road?

Can a plate search tell me who owns a vanity plate?
No. The Driver's Privacy Protection Act (18 U.S.C. § 2721) keeps personal information in state motor vehicle records away from ordinary requesters, so neither an availability tool nor a commercial lookup will return the holder's name. Availability searches answer whether a combination is free, not who has it.
